あくまでも can mean persisting in a stance to the end, or limiting the scope as “strictly/only.”

It is common when explaining opinions, principles, or assumptions, especially to avoid presenting a personal view as absolute fact.

This is strictly my personal opinion, not the company’s official policy.

Do not read it only as “persistently”; in many sentences it limits the scope to “strictly/only.”

With words like opinion, guideline, or assumption, it often means “strictly/only.”
