おっしゃる is the honorific form of 言う, used to respectfully describe what another person says.

Its polite form is the irregular おっしゃいます.

先生は「よく頑張りました」とおっしゃいました。

The teacher said, 'You worked hard.'

Do not use おっしゃる for your own speech; use 申す or plain 言う.

Use おっしゃる to honor someone else's speech.
