かと思ったら means just when one thought the first thing happened, the second happened, often unexpectedly.

It is often used for sudden changes in weather, attitude, or state.

雨がやんだかと思ったら、また強く降り始めた。

Just when I thought the rain had stopped, it started pouring again.

Do not use it for events far apart; it emphasizes immediacy and surprise.

Just as you think “A happened,” B arrives.
