plain form + か否か / noun + か否か

か否か means “whether or not” and presents a judgment as a question or condition.

It is common in essays, reports, rules, and formal judgments.

この計画を実行するか否かは、来週の会議で決まる。

Whether to carry out this plan will be decided at next week’s meeting.

In speech, かどうか is more natural; か否か is more formal.

否 means “not,” so the pattern asks whether yes or no.
