The particle が marks the subject, often introducing new information or emphasizing who/what does something.

Often introduces a newly appearing person or thing, or emphasizes who/what.

猫が庭にいます。

There is a cat in the garden.

は marks the topic; が often marks new information or an emphasized subject.

When answering 'who/what,' the subject often takes が.
