こそすれ means the preceding may happen, but the opposite following idea will never happen.

It often pairs with a negative expression.

彼は人を助けこそすれ、裏切ることはない。

He may help people, but he would never betray them.

Do not omit the following negative or contrasting judgment.

A may happen; the opposite will not.
