Shows something that has been decided by a rule, agreement, system, or arrangement, rather than a personal temporary decision.

Common in schools, companies, reservations, systems, contracts, and similar contexts.

この寮では、夜十時以降は静かにすることになっています。

In this dorm, residents are expected to be quiet after 10 p.m.

Use ことにする for a personal decision just made; use ことになっている for an established rule or arrangement.

なっている shows that the rule has been established and remains in effect.
