Explanation

ことにはならない means the preceding fact does not lead to the following conclusion or classification.

Usage

It is often used with rules, responsibility, and definitions.

Example

一度説明を聞いただけでは、理解したことにはならない。

Hearing the explanation once does not mean you have understood it.

Common Mistake

Do not confuse it with ことになる; this denies that the conclusion holds.
