感情adjective + ことに

ことに emphasizes the speaker’s emotional reaction to the following fact.

It appears in phrases like 驚いたことに, 残念なことに, and うれしいことに.

驚いたことに、彼は一週間でそのシステムを完成させた。

Surprisingly, he completed the system in one week.

Do not confuse it with nominalizing こと; this is an adverbial emotional evaluation.

Emotion first, fact second.
