Restates the previous content in a clearer or more concise way.

Often used in writing, explanations, and speeches. In casual speech, つまり is more common.

この制度は学生の自主性を重視する。すなわち、自分で学習計画を立てる必要がある。

This system values students' independence. In other words, they need to make their own study plans.

Do not use it to simply add a new topic; it explains or rephrases the previous statement.
