plain form + そうだ

Hearsay そうだ follows a plain form and reports information from people, news, forecasts, and similar sources.

It does not describe what the speaker sees directly; appearance uses a different そうだ.

天気予報によると、明日は雪が降るそうです。

According to the weather forecast, it will snow tomorrow.

For hearsay そうだ, keep the plain form: 降るそうだ, not 降りそうだ.

When you see によると, hearsay そうだ often follows.
