The two clauses are usually both positive or both negative; common for explaining strengths, problems, or reasons.

この部屋は駅に近い。その上、日当たりもいい。

This room is close to the station. On top of that, it gets good sunlight.

Do not use it for simple time sequence; it emphasizes added information.
