Meaning

decide/pretend that; be treated as

Structure

ta-form verb + ことにする / ことになる

Explanation

Shows that something is decided by someone, or treated by a system, as having happened.

Usage

ことにする is more active decision; ことになる is more rule-based, resultant, or externally decided.

Example

出席確認に返事がなければ、欠席したことになります。

If there is no reply to the attendance confirmation, it will be treated as an absence.

Common Mistake

Do not confuse it with something actually happening; it emphasizes treating or counting it as such.
