つもりだった describes an intention or plan one had in the past, often implying that circumstances later changed.

It often appears with が or けれど to contrast the original plan with what actually happened.

早く帰るつもりでしたが、会議が長引いてしまいました。

I had planned to go home early, but the meeting ran long.

Do not treat it as a simple past action; it describes a past intention, not necessarily a completed action.

つもりだった is the plan that was in your mind at that time.
