つもりだ expresses an intention or plan the speaker has already decided on.

It sounds more like an existing plan than a simple volitional form.

来年、日本で大学院に進学するつもりです。

I plan to enter graduate school in Japan next year.

Do not state another person’s intention as fact unless it is clear; use forms like ようだ or らしい when inferring.

Think of つもり as a plan in your mind.
