with the intention of; as if

verbplain form / noun + の + つもりで

Shows doing the following action with a certain intention, mindset, or assumption.

Can express an actual intention or the feeling of treating something as if it were the case.

本番の試験を受けるつもりで、時間を計って練習した。

I practiced with a timer as if I were taking the real exam.

Do not confuse it with つもりだ; つもりで is followed by the actual action.

Set an intention in your mind first, then act.
