The state use of ている describes a result that remains after an action has happened.

Common examples include 開いている, 閉まっている, and 壊れている.

窓が開いています。

The window is open.

Here it does not mean 'is opening'; it means 'is open.'

The action ended, but the state remains: result-state ている.
