であれ means whatever the stated identity, state, or condition is, the following point holds.

Usage

It is formal and common in statements of principle.

Example

新人であれ経験者であれ、規則は守らなければなりません。

Whether new or experienced, everyone must follow the rules.

Common Mistake

In casual speech, でも is simpler.
