The particle で marks where an action happens, the tool/method used, or the material.

学校で勉強する marks an action place; バスで行く marks transportation.

図書館で勉強します。

I study at the library.

Do not say 部屋でいます for existence; say 部屋にいます.

Use で for where an action takes place.
