After listing a situation, adds a fact that makes the speaker feel impressed, critical, or resigned.

Often used for negative evaluation, but can also express admiration; it carries the speaker's emotion.

説明は長いし、資料も読みにくいときているから、初心者には厳しい。

The explanation is long, and on top of that the materials are hard to read, so it is tough for beginners.

Do not treat it as ordinary addition like そして; it carries admiration or criticism.

The first point is already enough, and the next one adds another hit.
