としても means even if the first point is admitted, the following point still holds.

It can be used for supposition or conceding a point.

費用が高いとしても、この研究は続ける価値があります。

Even if the cost is high, this research is worth continuing.

Do not add だ after i-adjectives before it.

Memorize “noun + としても” as one fixed chunk, then practice by replacing words in the example sentence. Learn the connection first, then the nuance.
