noun / 句子plain form + とは

Can define a topic, or express the speaker's surprise or unexpected reaction to a fact.

At N1, the exclamatory use is common, and the following evaluation may be omitted.

一日でこの量を全部覚えたとは、驚きだ。

To think that you memorized all this in one day; that is surprising.

Do not remember it only as definition; after a factual clause, とは often expresses surprise.

Bring out the fact and cannot help exclaiming.
