Meaning

whether...or not; both...and

Structure

verb意向形 + とも + verb意向形 + とも / noun + とも + noun + とも

Explanation

Shows that whether the first situation or the opposite occurs, the following judgment remains unchanged.

Usage

In written style, often used for concession and broad negation.

Example

参加しようとも参加しまいとも、事前に連絡だけはしてください。

Whether you participate or not, please at least contact us in advance.

Common Mistake

Do not confuse it with quotative とも; here it appears in pairs and includes both cases.

Put both sides on the table, and the conclusion still does not move.
