Meaning

even if not; at least

Structure

nai-form verb + ないまでも

Explanation

ないまでも means even if the first level is not reached, at least the following level is.

Usage

It is often used for realistic evaluation or lowering a target.

Example

完璧とは言えないまでも、十分に使える状態です。

Even if it cannot be called perfect, it is usable enough.

Common Mistake

Do not read it as simple negation; it usually has a minimum positive statement after it.
