にしたがって means the second changes as the first changes, or acting according to rules/instructions.

Compared with につれて, it more readily applies to rules or instructions.

説明書にしたがって、機械を組み立てました。

I assembled the machine according to the manual.

For natural change, make sure the two changes are linked.

Memorize “noun + にしたがって” as one fixed chunk, then practice by replacing words in the example sentence. Learn the connection first, then the nuance.
