noun + にて

Marks place, time, means, or method, and is more formal than で.

Common in notices, announcements, business emails, and formal explanations.

説明会は午後二時より大会議室にて行います。

The information session will be held in the large conference room from 2 p.m.

In everyday conversation, で is more common; にて is formal.

A formal-notice version of で.
