Can show that there is no need to do something, or that one's degree or ability does not reach another's.

心配するには及ばない means no need to worry; 彼には及ばない means cannot match him.

Decide whether it means 'no need' or 'cannot match' from whether it follows a verb or a noun target.

Sometimes there is no need to reach; sometimes you cannot reach it anyway.
