Explanation

に至っても means even after things reach a certain stage, the following still does not change.

Example

問題がここまで大きくなるに至っても、責任者は説明を避けている。

Even after the problem has grown this serious, the person in charge avoids explaining.

Common Mistake

Do not use it for ordinary time; it emphasizes a developed stage.
