about; concerning; related to

noun + に関して / noun + に関する + noun

Shows that a topic or content concerns something. It is more formal than について.

に関する modifies a following noun, while に関して usually modifies the following clause.

奨学金に関する説明会は来週行われます。

The information session concerning scholarships will be held next week.

Do not leave に関する at the end of a sentence; use に関してです or switch to について.

関 means relation; the topic is related to the object.
