に限らず means the scope is not limited to the preceding item and includes others too.

The following clause often expands to a wider range.

この問題は若者に限らず、多くの世代に関係している。

This problem concerns not only young people but many generations.

Do not confuse it with に限る; one means not limited to, the other means best.
