Used when an important action or event is about to occur. It is formal and common in notices, speeches, or explanations.

Common with formal situations such as 出発, 入学, 契約, 利用, and 応募.

に際して is usually too formal for casual conversation; とき is more natural there.

際 points to the formal occasion when something happens.
