The particle に can mark the target of an action: the person or thing the action is directed toward.

Marks the person, target, or recipient toward whom an action is directed.

友だちに手紙を書きました。

I wrote a letter to my friend.

Use を for direct objects; に often marks the target or recipient.

Use に for whom the action points to.
