のが上手 nominalizes an action and says the person is good at doing it.

It follows the dictionary form; the skill object often takes が.

姉は料理を作るのが上手です。

My older sister is good at cooking.

It is natural to praise others with 上手; using it for yourself can sound boastful.

Being skilled at doing it: のが上手.
