ほうがましだ means both options are bad, but the preceding one is more acceptable.

It is often used in dissatisfaction or negative comparison.

何もしないくらいなら、失敗しても挑戦したほうがましだ。

Rather than doing nothing, it is better to try even if you fail.

Do not use it for ordinary “better”; both sides are usually undesirable.

Both are bad; choose the less bad one.
