まだ〜ていません means an action has not been completed up to now.

It is common when answering もう〜ましたか questions.

宿題はまだ終わっていません。

The homework is not finished yet.

Do not use まだ終わりませんでした for 'not finished yet'; use ていません.

まだ + ていません: not yet up to now.
