end point + まで

まで marks the endpoint of time, place, or range: 'until/up to...'

までに marks a deadline; まで means continuing until a point.

五時まで図書館にいます。

I will stay at the library until five.

五時まで and 五時までに differ: the first continues until five; the second is completed by five.

まで is the finish line.
