ものとする is used in rules, contracts, and explanations to state a standard or treatment.

It is formal and common in clauses.

申請書は、締切日の午後五時までに提出するものとする。

Applications shall be submitted by 5 p.m. on the deadline date.

Do not use it for ordinary personal plans; it is regulatory.

A rule says it shall be so.
