verb意向形 + か + verb辞书形 + まいか

Shows hesitation between doing and not doing something.

Written or somewhat formal; in conversation, しようかどうしようか is more common.

面接で失敗した理由を正直に話そうか話すまいか、まだ迷っている。

I am still unsure whether to honestly explain why I failed the interview.

まい expresses negative volition; do not replace it with an ordinary negative form.

One side of the mind says do it; the other says maybe not.
