verb意向形 + と / が + verb辞书形 + まい + と / が

Shows that whether one does the first action or not, the following does not change.

Written and formal, often used for rules, determination, or unchanged facts.

彼が参加しようとしまいと、会議は予定どおり始める。

Whether he participates or not, the meeting will start as scheduled.

まい is a negative volitional form; do not replace it with an ordinary ない form.

Do it or not, the following proceeds the same.
