以上は means now that the preceding fact is true, the following responsibility or result should follow.

It is formal and close to からには.

契約した以上は、条件を守らなければなりません。

Now that you have signed the contract, you must follow the terms.

Do not confuse it with numerical 以上 meaning “or more.”

Once the fact stands, the responsibility follows.
